Program (DBE)

Disadvantaged Business Enterprise (DBE) Program

The South Central Transit Authority (SCTA) is responsible for the management and administration of RRTA and conducts all procurement activities in support of the bus and shared ride service operated by RRTA. As a result, SCTA is responsible for the Disadvantaged Business Enterprise Program.

SCTA has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT) 49 CFR Part 26. SCTA receives federal financial assistance from the DOT, and as a condition of receiving this assistance, SCTA signed an assurance it will comply with 49 CFR Part 26.  It is the policy of SCTA to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in contracting and procurement activities of SCTA, including all DOT-assisted contracts. In addition, SCTA is committed to fostering small business enterprise participation in the procurement of goods and services.

Federal guidelines and SCTA’s DBE Program require the Authority to develop a DBE goal to cover three fiscal years.
