Microtransit Feasibility Study

Overview

The South Central Transit Authority (SCTA) is exploring new ways to improve how people get around Lancaster County. The Microtransit Feasibility Study is evaluating whether a flexible, on-demand transportation service—called microtransit—could enhance access for residents and visitors.

Microtransit operates like a shared neighborhood shuttle, with riders booking through an app or phone call. It’s designed to fill gaps between traditional fixed-route bus service and private ride-hailing, offering more convenient, affordable, and efficient travel options.

The study builds on SCTA’s Strategic Plan and Transit Development Plan (TDP) to help shape a future transportation network that better connects people to jobs, education, healthcare, and daily needs.

Phase 1: Understanding Local Needs

During Phase 1, SCTA and its consultant team gathered input from community members, stakeholders, and local partners to better understand transportation challenges and opportunities across Lancaster County.

Feedback from surveys, pop-up events, and stakeholder discussions helped identify areas where new mobility options—such as microtransit—could have the greatest impact. This input, combined with data and technical analysis, guided the development of potential service “pilot zones” for further evaluation.

Phase 2: Draft Plan & Pilot Zones

Phase 2 focuses on sharing the Draft Study Report for public review and comment. The study outlines proposed pilot zones, potential service hours, and operational details for a microtransit service in Lancaster County.

Community feedback during this phase is critical. SCTA encourages residents, businesses, and local organizations to review the draft study reportprovide comments, and attend an open house event to help shape the final recommendations and future decisions on this new type of transit service.
